Landmark legislation could improve transparency for college transfers

Landmark legislation has been introduced in the House that would make it easier, more transparent, and less expensive for students to transfer between institutions and complete their degrees. 

The Transferring Credits for College Completion Act of 2012 (read the full bill here) was introduced by Representatives George Miller (D-CA) and Rubén Hinojosa (D-TX). It's based on a similar successful program in Louisiana and it aims to do three things: 

- Require colleges to report graduation rates for transfer students 
- Require institutions that receive federal financial aid to be more transparent with students about their transfer options
- Asks schools to establish a common general education core, and guarantee an associate's degree will count for the first two years of a related four-year program
